Ticket #1066190: District Contact filter in distric Main view integrated and all corresponding action buttons to set the contact on active/inactive.

Ticket #1066025: the organisation is automatically filled due to the fact that the district contact can be just selected in a organisation.
In addition all advisers should be only be visible of the connected district.

Ticket #1066025: if a district responsible is connected with a existing district contact then the entity cannot be deleted.

views were adapted, 'Reviewed' state were disabled during the manual process, and correct connections were created via consumer/provider

Ticket #1066037: DistrictContact is integrated in the Organisation and contacts can be created manually by the user. The Origin
field is automatically set to 'manual'.

Ticket #1066027: adjusted all changes to show the adviser role in use of the keywords done in the parallel ticket. In addition all
functionalities were checked due to the branch changes and merges and looks stable so far. 

Ticket #1066027: DISTRICTCONTACT data table and context were created. All corresponding connections done (CONTACT and DISTRICT) and all necessary
fields were added with consumer connections. Keywords were created and insert into the project. Currently the adviser role keywords are not
existing due to the other ticket in merge request.
