Ticket #1066025: the system now checks if a district responsible is connected with any entity of distric contact. The corresponding responsible person can't be deleted or edited while the connection is active. In addition some logical issues were added in the districcontact: due to the fact that a contact can only be created in a organisation the contact field is automatically filled by that and all supervisers will be only shown in relation to the assigned districts.
